RFID Transmitter, Receiver and Reporting Service: A person or valuable asset can be provisioned with a RFID tag or bracelet that identifies and tracks them through a receiver. Of importance here is the strength of the signal so as to define proximity to the sensor, ability for locational reference to the sensor or GIS coordinates, ease of use for assigning IDs to people, reporting ability, and data export ability. Given a van situation, the sensor should be able to concurrently identify and track up to 10 individuals at any one time. Some of the RFID tags in use today can also sense if it is still attached to the correct individual. Obviously battery life, the ability to attach securely to a belt or bracelet and the need to be weatherproof are of importance.
Satellite based GPS Tracking and Reporting Service: Satellite tracking is used extensively for tracking everything from cars to trucks and even ships at sea. These devices tend to be power intensive to ensure a strong signal as well as large and heavy relative to cell based tracking devices. Again, this tends to be a managed Web service for the purpose of geolocation tracking. Cost has the usual monthly fee but is also associated greatly with the frequency of updates to location information as each data transfer to a satellite and then back to earth has a cost associated with it. The ability to export or stream data from the receiving servers to the integration servers is a necessary ability for procurement of any system for this purpose to ensure the ability to consolidate data. As with the cell based tracking, the service must also be able to stream its data to the integration servers developed for this purpose.
Alert and Notification Solution: In the event that out of norm behavior is sensed by the system or understood by an operations center staff member, the need to respond immediately is paramount. In this regard, the alert and notification solution needs to have the ability to respond either through system input to trigger alerts or to allow Web based human interaction to send an appropriate alert. Given the potential for a broad range of events in different locations across a state, it is important to have predefined and waiting notification elements that both identify the priority of the alert, the content or context of the alert and to whom it needs to go via what communications modality. Those modalities are most certainly going to span a broad range of communications devices including cell phones, pagers, blackberries, email, text messaging and, of course, radio for local dispatch and law enforcement near the incident.
